This year’s theme is Freedom.
Since 2015, a number of libertarian non-governmental organisations – the Cato Institute, an American think tank, the Fraser Institute, a Canadian think tank, and the Friedrich Naumann Foundation, a German foundation – have been engaged in global research into social, political and economic processes, and annually ranked countries according to the Human Freedom Index. This index is calculated based on an assessment of a wide range of indicators reflecting the level of human freedom in the main spheres of life.

However, it is still questionable whether the positions considered in the estimation are really about freedom. After all, the theory of the social contract, which emerged in the Enlightenment, is based on the belief that a person’s desire to give up some of their freedoms in exchange for a guarantee of protection of certain rights is natural.
So what kind of unfreedom is “organic” to human nature, and what kind of unfreedom depends on external factors? The Second Contemporary Collage Festival CUTOUT explores this question through art that reflects the sense of freedom of the representatives of the 110th place (Ukraine) in the Freedom Index 2020. In the 2021 ranking, Ukraine moved up to the 98th position. The neighbouring aggressor country, meanwhile, has dropped in the ranking from 115th place (2020) to 126th place (2021). What are the indicators now? How did the war in Ukraine affect our existence and sense of freedom in the middle of the country and in comparison with others? How do you feel freedom, wherever you are?
The question of freedom in the modern world, which we, artists and artists, feel especially acutely today, pushes us to a new search for root causes. And collage, which we consider to be one of the most progressive and “unlimited” areas of art, we take as the main tool in our research.
